          4. (U) TITLE: PHOTO COVERAGE

          5. (U) OBSERVATION: The division needs more support from corps
          in obtaining timely photo coverage of the area of operation
          area of interest prior to combat operations.

          6. (U) DISCUSSION: overall imagery support was erratic,
          untimely, and not received at division level until late in the
          planning process. During the initial phases of the planning
          process, no imagery was available of the operational area. The
          time between submission of requests for imagery and,the receipt
          of the requested imagery was several weeks. Th6 imagery that
          did filter down to division level was not as useful as it might
          have been due to poor quality-images, inaccurate coordinates and
          northing arrows, no description of flight paths, and incomplete
          coverage, mission plots, or mission traces.

          7. (U) LESSON LEARNED: Imagery is necessary early on in the
          planning cycle to assist the decision makers and the planners in
          their selection of routes, objective areas, etc. Receiving
          imagery early on will provide the planners more accurate and
          complete information resulting in less manhours wasted trying to
          update plans and change orders based on "new" information from
          imagery received late in the planning process. Commanders need
          hard-copy imagery and not imagery reports.

          S. (U) RECOMMENDED ACTION: Corps and/or division should have
      direct contact with the flight mission manager to obtain flight
          line path to identify the time and date that the photo will be
          available and all of the data on the mission flown and the
          resulting imagery.

          9. (U) COMMENTS: This is probably a symptomatic problem.
          Doctrine may need to be reexamined to provide better imagery
          support to division. Imagery distribution from corps should be
          in accordance with specific division requirements.
