            5. (U) OBSERVATION: Echelons Above Corps (F.AC) imaging assets
            were not effectively used in support of the Division Commander's
            intelligence and planning needs during OPERATION DESERT SHIELD
            STORM.

            6. (U) DISCUSSION: EAC assets during the early stages of
            OPFMTION DESERT STORM were dedicated primarily to strategic
            targets above the 293ON Parallel. This reconnaissance plan
            proved to be inadequate in providing the tactical commanders a
            clear picture of the battlefield in our area of interest.

            Also, the image quality of tactical targets received at the
            division level was generally a National Image Interpretability
            Ratings Scheme (NIIRS) 3, whereas the quality of Strategic
            targets received were a NIIRS 6. The poor image quality of
            tactical targets resulted in a distorted picture of enemy
            disposition and linear defenses.

            7. (U) LESSON LEARNED: The division commander needs better
            quality imagery of enemy disposition and defenses to allow for
            better intelligence preparation of the battlefield (IPB).

            8. (U) RECOMMENDED ACTION: The limited RAC imaging assets
            should be more equitably split between strategic and tactical
            targets. One out of each three imaging days (IMDAYS) should be
 the tactical
            commander's needs. The result of higher priority on tactical
            imagery targets will greatly improve the imagery quality and
            intelligence information received for intelligence preparation
            of the battlefield for the division commander and subordinate
            commands.
