          4. (U) TITLE: IEW MAINTENANCE DOCTRINE

          5. (U) OBSERVATION: The IEW maintenance system is not in the
          Army standard maintenance system.

          6. (U) DISCUSSION: The stovepipe maintenance organization for
          IEW maintenance created a repair parts ordering problem. There
          is no demand history for PLL parts. Repair of electronic
          equipment was done by contractors who were not on the
          battlefield, and spare line replacement units (LRU's) were not
          able to be evacuated in a timely @anner. Transportation /
          evacuation plan of LRU's was an afterthought and never occurred.
          GS IEW maintenance detachments were a hindrance rather than a
          help to repair LRU's / systems. 33T (IEW repairman) were not
          utilized to their maximum capability because of the IEW
          maintenance philosophy of LRU replacement rather than electronic
          board replacement / troubleshooting. IEW maintenance shelters
          were not carefully designed to insure all test equipment and
          facilities were available for the 33T to troubleshoot bad LRU's
          and were too big to carry adequately with haul assets available.

          7. (U) RECOMMENDED ACTION: Get IEW maintenance into the
          standard Army maintenance system. Eliminate the GS IEW
          maintenance detatchments; change the function of the battalion
          organic maintenance capability to DS / GS. Eliminate the LRU
t and allow the 33T repairman to troubleshoot
          down to electronic board level and, in some cases, component
          level. Develop a standard transportation / evacuation doctrine.
