           4. (U) TITLE: IEW SYSTEMS COMPATABILITY DOCTRINE

           5. (U) OBSERVATION: IEW systpma could not interface with each
           other and are designed without consideration of other systems
           currently available within the division.

           6. (U) DISCUSSION: The development of IEW systems has not been
           integrated to insure that they mutually support each other.
           Software is different for each system. At this time there are
           at least four different software programs for four systems:
           TCAC-D, TRQ-32, TSQ-138, and QUICKFIX. The systems were
           designed to integrate with an end state that does not yet exist.

           7. (U) RECOMMENDED ACTION: Insure that when an IEW system is
           developed that it can work with and support other systems.
           Modify current sy stems to allow them to interoperate.
