         5.  (U) OBSERVATION: IRSD MTO&E inadequate for desert operations.

         6.  (U) DISCUSSION: Significant shortfalls exist in the number
         of  support personnel required to plan, logistically support, and
         recover IRS teams in the mid to high intensity conflict.
         Shortages exist in officers (both commissioned and warrant) and
         NCOfs. The current "skeleton" MTO&E was not satisfactory during
         OPERATION DESERT STORM and was greatly modified to accomplish
         the wartime mission.

         7. (U) RECOMMENDED ACTION: Relook and develop new MTO&E for the
         division IRS organization to better enable it to function
         effectively in the mid to high intensity conflict.
