          DEVICE

          5. (U) OBSERVATION: It is difficult to distinguish friendly
          vehicles from enemy through thermal sights at medium to long
          range.

          6. (U) DISCUSSION: This is not a new problem. It was a
          problem during World War II and has been in every conflict
          since. Today, the Army has provided the majority of military
          vehicles with the ability to see thermal imagery during low
          visibility operations. Now is the time to develop a
          standardized marking system for military vehicles that can be
          detected by both thermal and image enhancement devices. This
          would improve command and control, reduce the fog of war, and
          prevent fratricide.

          7. (U) RECOMMENDED ACTION: Develop an IFF device which would
          provide a link among attack aircraft and all types of
          military vehicles.
