            4. (TJ) TITLE: ARMY AIRSPACE COMMAND AND CONTROL (A2C2) PROGRAM

            S. (U) OBSERVATION* Throughout OPERATION DESERT STORM the A2C2
            Program within the 24th Infantry Division sector was all but
            non-existent.

            6. (U) DISCUSSION: This was not due to a lack of equipment or
            personnel. Rather, it was due to the basic inability of FAA
            type airspace control procedures to function within a
            mid-intensity combat environment. Army ATC personnel and
            equipment within the division sector contributed little to the
            success of the operation.

            7. (U) LESSON LEARNED: OPSEC considerations (radio listening
            silence) and rapid movements of aviation ground supporting
            assets throughout the operation precluded A2C2 radio
            transmissions and establishment of effective standard flight
            routes within the immediate vicinity of the enemy, i.e., within
            Infantry/Armor brigade sectors.

            S. ('U) RECOMMENDED ACTION: Eliminate the Army Tactical Airspace
            Command and Control Program as currently established for the
            Army Division. Utilize the resulting available equipment and
            personnel allocations to more adequately resource Divisional
            Aviation Brigades. Develop a workable set of rules instead of
            what the FAA has ATC's using.
