          5. (U) OBSERVATION: The TO&E for infantry, armor and field
          artillery battalions does not reflect the combined arms concept.

          6. (U) DISCUSSION: For years the Army has talked and trained
          with the combined arms team: the deadly combination of tanks,
          Bradleys, and artillery on the battlefield. OPERATION DESERT
          STORM once again validated this important concept. During this
          campaign, the battalion task forces including PSE and FIST
          teams, stayed as a team for most of the six month build up
          @eriod.

          7. (U) LESSON LEARNED: It wasn't until after several months of
          combined arms training in Saudi Arabia that the "team" really
          jelled into a cohesive fighting force. The result was a level
          of teamwork which produced synchronized planning and execution
          -- a great relationship which significantly increased the
          capability of the task force. The transition period could have
          been reduced if the task forces had arrived as combined arms
          teams. Fighting I'@urell is now the 'exception; fighting with a
          balanced or heavy task force is the rule.

          8. (U) RECOMMENDED ACTION: Change TO&Els to reflect how we
          fight: combined arms with balanced or heavy task forces.
          Permanently attach FSE and FIST teams to corresponding maneuver
          elements at home station. The Combined Arras Battalion concept
st Cav Division can be the model for the
          organization.
