           4. (U) TITLE: MOBILITY AND SURVIVABILITY OF DIVARTY AND AVIATION
           TOCs

           5. (U) OBSERVATION: The Division Artillery Tactical operations
           Center and Aviation Brigade Tactical Operation Center lacks the
           mobility and survivability to support division operations in
           mid-intensity desert combat.

           6. (U) DISCUSSION: Throughout OPERATION DESERT STORM, these two
           TOC's moved to and operated in forward areas, frequently within
           range of enemy artillery and possibly enemy direct fire.
           Currently, the DIVARTY TOC is transported completely by wheeled
           vehicles. Similarly, the aviation TOC is organized around the
                , CUCV, and 5-ton truck. This affected the ability of the
           ToCs to keep up with the maneuver brigades in the difficult
           terrain and fast movement of this operation.

           7. (U) RECOMMENDED ACTION: Something must be done to improve
           the mobility, survivability, self defense capability, and
           mobility of the artillery and aviation brigade TOC'S. The
           TO&Els should be changed to delete 5-ton @ando vans or M577
           command vehicles. TOCIS should operate from a variant of the
           Bradley Fighting Vehicle or a command vehicle that can keep up
           with the fast pace of maneuver brigades.
