          4. (U) TITLE: AVIATION BRIGADES IN DIVISIONAL TO&E'S

          5. (U) OBSERVATION: TRADOC staff actions are currently underway
          which will produce the next series of divisional TO&Els. Current
          drafts of the mechanized infantry/armored division TO&E do not
          include aviation units.

          6. (U) DISCUSSION: The concept behind this design is for all
          aviation assets within a heavy corps to be corps assets, placed
          under division operational control as mission requires. Aviation
          units awaiting OPCON directives at corps level will miss the
          battle at division level.

          7. (U) LESSON LEARNED:
          a) Mid-intensity combat operations, as demonstrated by OPERATION
          DESERT STORM, are far too fast paced for such a system to work.

          b) Habitual relationships and training experiences build unit
          esprit and combat effectiveness.

          8. (U) RECOMMENDED ACTION: Provide TRADOC input which strongly
          recommends that the next series of mechanized infantry/armored
          division TO&Els include an organic aviation brigade, resourced
          with recommended structure/equipment changes to fully
          participate in Airland Battle Future doctrine.
