                                                                          05/30,
                                      JULLS LONG REPORT

            I. (U) J=S NUMBER: 52959-45069 (00016), submitted by 2 BDE, 24
            ID, 870-5516, (912)767-5516.

            2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV (M-
            on 03/05/91.

            3. (U) KEYWORDS: COMMAND AND CONTROL,

            4. (U) TITLE: MOVEMENT OF BRIGADE COMMAND AND CONTROL NODES

            5. (U) OBSERVATION: Given the vast distance that brigades were
required to travel, the normal "leapfrog" technique of jumping
the brigade TOC and TAC could not keep up with the battle.

            6. (U) DISCUSSION: Required to attack 370 km in 72 hours,
brigade command and control was required to develop now
techniques to meet the challenge. Jumping the TOC and TAC would
not meet the demand even using "hot TOCII configurations.
Instead, the brigade had to fight on the move. Several
innovative measures were developed to facilitate this. Combat
loads on the M577's were designed to keep the work area between
the radios open. The crew of each M577 was limited to 5
personnel: driver, TC, and 3 key staff personnel. Two map
boards were also designed: a) The 1:250,000 map with overlay
wass placed on a map board (31 X 41) directly behind the TC's
legs. b) The 1:50,000 maps with overlays were placed on a
board (41 X 81) across from the radios. The 1:50,000 mapboard
fit eight map sheets. Overlays were designed then to match
standardized sets of eight map sheets. During the battle,
operators in the M577 were able to rip off the top set of maps
to reveal the next set underneath. Some of the battalions also
577 and
installed additional CVC hookups so that operations could
continue on the move. These additions worked very well on the
            move.

            8. (U) RECOMMENDED ACTION: This system worked during fast
paced, offensive operations. It should be sustained and
improved upon in better design of M577's.

                 (U) SUBJECT: COMKAND & CONTROL

                 (U) INTEROPERABILITY: DOCTRINE
