          1. (U) JULLS NUMBER: 52351-15007 (00021), submitted by G4, 24 ID,

          2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV (MECH)
          on 05/23/91.

          3. (U) KEYWORDS: PUBLICATIONS, DEPLOYMENT, REGULATIONS.

          4. (U) TITLE: DEPLOYMENT WITH REQUIRED PUBLICATIONS

          5. (U) OBSERVATION: Staff sections and units deployed without a
          basic load (library) of publications and other required
          documents.

          6. (U) DISCUSSION: Sections and units deployed to without
          regulations, DA Pams and TMs. Also, copies of hand receipts,
          property book rolls and other equipment-related documents were
          left behind. These omissions resulted in the division having to
          start from scratch on many equipment issues. Units did not
          bring copies of their receipts and could not conduct inventories
          or gather property information until the DPBO computers were set
          up. These delays resulted in increased workloads for staff
          sections having to compensate for the lack of information. Many
          assumptions were made ILO facts. Computation of units,
          shortages were made strictly from property rolls, once received,
          with no unit input regarding authorized substitutes.

          7. (U) LESSON LEARNED: critical publications, supply, and
          maintenance documents shortages can.cripple the division's
          logistical effort.

          8. (U) RECOMMENDED ACTION: Each unit / staff section should
          establish a deployment publication library. Since this is
          already a requirement, this area should be made a separate
          portion of CIP publication inspections. This deployment library
included in upload
          plans.

          9. (U) COMMENTS: Requiring units to establish and maintain a
          deployment library will result in increased publications
          requirements.
