          on 05/20/91.

          4. (U) TITLE: CIVILIAN CONTRACTORS FOR FIELD ARTILLERY EQUIPMENT

          5. (U) OBSERVATION: Too much dependence is placed on civilian
          contractors for maintenance of certain key items of equipment.

          6. (U) DISCUSSION: Repair parts for the Q-37 radar and the
          Meteorological Data System (MDS) are not readily available
          through military supply channels. CECOM had to provide these
          parts, and often did not have them on hand, causing delays in
          repairs. (e.g., a plasma display for the MDS had to be
          requested from CONUS). Also, DS maintenance personnel often
          lacked the experience needed to repair these items, some of
          which (e.g. the Q-37) are hard to maintain and require constant
          attention. We relied heavily on the civilian technicians for
          essential maintenance, which may not be ideal in a combat
          enviroiuent.

          7. (U) LESSON LEARNED: The lack of a  combat PLL and trained
          mechanics for the Q-37 radar and MDS made maintaining these
          systems difficult during DESERT STORM.

          8. (U) RECOMMENDED ACTION: Develop and maintain a combat PLL
          for the Q-37 radar and the MDS. Also, train Army maintenance
          personnel to maintain these items without outside assistance.
