             4. (U) TITLE: REFUEL OPERATIONS FOR ARTILLERY BATTALIONS

             S. (U) OBSERVATION: DIVARTY / artillery battalions do not have
             enough fuel tankers for sustained refuel operations.

             6. (U) DISCUSSION: Each artillery battalion has only three
             RE24TT tankers, while HHB uses a 5-ton with trailer carrying fuel
             pods. This provides enough fuel to top off all vehicles in the
             DS battalions only once. (HHB cannot even fuel all its vehicles
             with its 5-ton). No fuel reserve is left while the tankers are
             in the rear refilling. In fast-paced offensive operations, the
             likelihood of vehicles running out of fuel before the tankers
             return is very good.

             7. (U) LESSON LEARNED: The current fuel haul capability is
             .insufficient for sustained refuel operations, especially if
             tanker resupply sites are not readily available.

             S. (U) RECOMMENDED ACTION: Add three additional HEMTT tankers
             to the TO&Eis of the DS battalions (for a total of six), and one
             to the TO&E of a DIVARTY FM.
