            4. (U) TITLE: COMMUNICATIONS EQUIPMENT IN FSEfs

            5. (U) OBSERVATION: Communications equipment currently
            available in brigade and division FSE's is inadequate.

            6. (U) DISCUSSION: Brigade and division FSE's presently rely on
            FM radio and PCM. They lack the range and mobility to support
            fire support communication needs over long distances. PCM links
            took too long to establish, and were broken often as PCM nodes
            moved forward with the division's lead elements. Fire support
            coordination had to be done during the brief periods when PCM
            links were established, or over TACSAT.

            7. (U) LESSON LEARNED: Division fire support agencies need
            their own long-range communications system (i.e., TACSAT or AM
            secure radio). Maneuver operations nets are heavily used, and
            are hard to access.

            S. (U) RECOMMENDED ACTION: Issue a capable long-range
            communications system to brigade and division fire support
            elements.
