           5. (U) OBSERVATION: During OPERATION DESERT STORM engagements,
           targets were generally task force developed -- hasty fires on
           targets of opportunity.

           6. (U) DISCUSSION: Not many preplanned targets were fired
           during battle. Lessons learned from the NTC support top down
           fire planning as it is faster and provides the brigade commander
           more control. DESERT STORM targets were engaged with hasty
           fires on targets of opportunity. Flexibility must be given to
           the task force commander in the development of fire support
           plans.

           7. (U) LESSON L    ED: The NTC solution may not always apply,
           especially in fast moving operations over vast distances.
