                                                                     05/30/91
                                   JULLS LONG REPORT

          1. (U) JULLS NUMBER: 50878-66269 (00002), submitted by 1-5 ADA, 24
          ID, 870-5516, (912)767-5516.

          2. (U) Other OPN DESERT STORM NOTES conducted by 24 IN DIV (MECH)
          on 03/05/91.

          3. (U) KEYWORDS: AIR DEFENSE, MSCS, MANUAL SHORAD CONTROL SYS,

          4. (U) TITLE: MANUAL SHORAD CONTROL SYSTEM (MSCS) GRID
          CONSOLIDATION

          5. (U) OBSERVATION: Utilizing a standardized MSCS that "stacked"
MSCS matrices was a simple solution to the problem of having a
theater larger than the normal 200 km X 200 km grid area.

          6. (U) DISCUSSION: When 3rd ACR was attached to the division
during a portion of the operation, we knew that they would have
the same MSCS with the same center of mass when they started
receiving their early warning from our early warning node. There
was no problem assimilating them into our operation because of
          the corps-wide standardization.

          7. (U) LESSON LEARNED: A large scale MSCS is required for large
          scale operations.

          8. (U) RECOMMENDED ACTION: Plan to use this technique as the
standard. Publish in the air defense magazine so that other air
defenders will get the concept and use it. Recommend to the air
defense school that it become doctrine.

              (U) SUBJECT: OPERATIONS

              (U) INTEROPERABILITY: DOCTRINE

              (U) Lesson distributed by: 24TH IN DIV.
