          4. (U) TITLE: NON-STANDARD AIR DEFENSE PACKAGE DESIGN

          5. (U) OBSERVATION: Brigades are normally supported by a
          dedicated ADA battery during FTX's and NTC rotations. This is
          not how we fight. We must train with a variety of ADA slices
          which more accurately represents asset availability in combat.

          6. (U) DISCUSSION: NTC "packages" for air defense which have a
          line battery in support of a line brigade as a standard should
          be changed. The most realistic training sequence we had to
          prepare us for OPERATION DESERT STORM was the NTC. Yet, we have
          always provided more air defense per brigade than will be
          provided in wartime. DESERT STORM proved that there are many
          more assets to be defended besides line brigades. We must train
          as we fight with'moro- limited assets for line brigades. It will
          improve command and control, logistics, and the understanding of
          how to best employ limited air defense assets.

          7. (U) LESSON LEARNED: We will not send a dedicated, packaged
          air defense support to anyone during wartime. Rather, the air
          defense support will depend upon the-threat, recuperability of
          the asset being defended, the criticality of the asset to
          operations; and the vulnerability of the asset to enemy air.

          8. (U) RECOMMENDED ACTION: Send a brigade slice of six Vulcans
          and ten Stinger teams for an NTC support. Vary the package
sionally. Try new ways of splitting up Stinger sections.
          Insure that the brigades learn to rely on the Stingers which
          currently reside with each Vulcan.
