           2.  (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV
           on  03/05/91.

           4.  (U) TITLE: LIASON OFFICERS AT MSCIS

           5.  (U) OBSERVATION: Liason officers are needed at MSC'S.

           6.  (U) DISCUSSION: The current MTOE for the air defense
           battalion does not authorize liason officers to any of the
           assets protected by our ADA forces. The air defense battalion
           in 24 ID, however, made a practice of having a lieutenant
           operate as an LNO at each of the three line brigades.
           Doctrinally, the senior member of the air defense package
           assigned to protect a unit would act as the LNO for that unit.
           This was has changed our view on that idea. LNO's provide a key
           stabilizing, identifiable, constant source of three things:
           1) ADA doctrine, capabilities, and limitations;

           2) early warning information and physical method;

           3) airspace usage information.
           While this could be provided by anyone knowledgeable, recent
           experience shows that the operations officers of the units rely
           on the stabilizing factor of one face, one personality, one
           source of information channeling into their operation as
           concerns air defense. Also, gaining the knowledge required to
           be an "expert" is an arduous process which the average section
           sergeant or platoon leader has yet to learn.

           7. (U) LESSON LEARNED: LNO's are a necessity at MSC'S.
           S. (U) RECOMMENDED ACTION: Initiate a TO&E change which
 LNO'S, one for each of three maneuver brigades,
           DIVARTY, DISCOM, and aviation brigade. During peacetime, most
           of these men will work as dual function lieutenants in the
           operations section of the battalion. If no TO&E change is
           authorized, continue with the LNO plan now in effect.
