          5. (U) OBSERVATION: Adequate communication assets were not
          available for requesting and controlling MEDEVAC aircraft. The
          division did not have command and control over the air assets
          because the aircraft were in general support. The positioning
          of the aircraft at the medical companies caused a problem when
          the division began movement for offensive operations.

          6. (U) DISCUSSION: Battalion aid stations were unable to
          communicate with supporting medical units because communication
          assets were not available. MEDEVAC assets were in general
          support of the division and repositioning them had to be
          negotiated for each phase of the operation. Positioning of
          MEDEVAC aircraft at medical companies made it difficult to
          support medical missions forward because the maneuver units
          moved so rapidly. The distance was too great for travel time
          and communication.

          7. (U) LESSON LEARNED: Effective MEDEVAC operations require
          organic aircraft assets with the division and positioning with
          the maneuver elements.

          S. (U) RECOMMENDED ACTION: MEDEVAC aircraft should be
          co-located with the command and control element of the maneuver
          brigade, preferably at the ALOC or brigade TOC. This will allow
          better communications and close proximity to the casualty.
