          4. (U) TITLE: AM COMMAND COMMUNICATIONS

          5. (U) OBSERVATION: AM communications in the division are
          distinctly lacking.

          6. (U) DISCUSSION: Currently, the division uses an IHFR net put
          together from radios borrowed from organic units. The net is
          secure, but only one Parkhill device is available per unit. Only
          MSC'S, separate battalions' DTAC, DMAIN, and Assault CP have
          one. Given the ranges at which the division communicated,
          communications capability in greater numbers is definitely
          required. Additionally, during the battle, TACSAT was used to
          ship transmissions from the commanding general to DMAIN,
          maneuver brigades, DTAC, etc. Unfortunatley, the separate
          battalions had no TACSAT and were left out of the information
          flow when they were moving and unable to communicate with a
          signal node.

          The air defense battalion periodically had to pass command and
          control information over the early warning net. This was
          allowable because of the low threat environment. Under
          different circumstances, the early warning net would need to
          stay clear of all but early warning traffic.

          7. (U) LESSON LEARNED: Divisions need a functionallsecure AM
          command net.

          S. (U) RECOMMENDED ACTION: A communications expert should study
          this problem. Identify the numbers of AM secure equipment
          required and initiate TO&E changes.
