            2. (U) No type OPN DESERT STORM NOTES conducted by 24 IN DIV (I
            on 05/20/91.

            4. (U) TITLE: PRE-DEPLOYMENT ACTIONS

            5. (U) OBSERVATION: Pre-deployment actions indicated several
            strengths and weaknesses.

            6. (U) DISCUSSION: The battalion recognized the requirement to
            separate communications packages on ships. Additionally, we
            sent the signal nodes on separate ships. Weaknesses included
            dependent care plans, medical profiles for soldiers, load plans,
            and inadequate or improper organizational equipment.

            7. (U) LESSON LEARNED:
               a. Signal @ipment must be pre-packaged to support each
            unit as they disembark the SPOD.  @ ipment should be spread
            over several ships to preclude catastrophic problems in the
            event a ship is lost or delayed.

               b. Dependent care plans must be screened very carefully to
            prevent problems during deployment.

               c. The Army's policy concerning pregnant females is
            inadequate and requires further review.

               d. Medical profiles must be more carefully screened to
            ensure that soldiers are deployable. Some soldiers were
            screened at Fort Stewart, deployed to Saudi Arabia, and
            subsequently redeployed to Fort Stewart because of different
            review standards.

               e. All signal units had unrealistic load plans and could
            not carry the full compliment of UBL and all classes of supply.

            standards e.g. rules for PCS, ETS, retirement, etc.

               g. Units should maintain their full wartime complement of
            specialty items such as DCUS, desert camouflage, CPOGS, etc.
            Drawing and issuing this type of equipment drastically slows
            deployment.

            S. (U) RECOMMENDED ACTION:
               a. Predesignate signal packages for various contingency
            missions and practice loading out the equipment.
