           4. (U) TITLE: DEPLOYMENT OF LONG-RANGE COMMUNICATIONS EQUIPMENT

           5. (U) OBSERVATION: Inadequate long-range communication systems
           were loaded into initial ships deploying to Saudi Arabia.

           6. (U) DISCUSSION: Communications packages were tailored to
           support each task force as they debarked at the SPOD. However,
           most of the TACSAT equipment was loaded onto later ships. This
           prevented immediate, long-range, reliable communications.

           7. (U) LESSON L    ED:
               a. Units must receive single channel TACSAT equipment at
           home station. Initial cross training on equipment must be
           conducted. Then operators deploy with their single channel
           TACSAT's on aircraft to the theater of operations.

               b. TACSAT assets are the most reliable means of quick,
           long-distance communications. The division needs more of these
           vital assets.

           S. (U) RECOMMENDED ACTION:
               a. Stress the use of single channel TACSAT at home station
           during CPX'S, EDRE's etc. Obtain necessary satellite access to
           test our training and maintenance.

               b. Expand TOE's to reflect the requirement for single
           channel TACSAT at the battalion level. Purchase the additional
           systems as sufficient Class IX funds are available.

           9. (U) COMMENTS: Satellite communications are key for rapid,
           long-distance, reliable communications during a low EW threat
nt. single channel TACSAT was the only means of long-
           distance communications during most of the attack into Iraq.
