          4. (U) TITLE: MEDICAL COMMAND ORGANIZATION

          5. (U) OBSERVATION: The organization and structure of medical
          command hindered effective medical operations.

          6. (U) DISCUSSION: Currently, division medical issues and
          operations are the responsibility of the division surgeon. The
          primary function at this staff level is policy development.
          However, mechanisms for implementation of policies are scattered
          in various command structures and are not easily accessible. For
          example, medical operations, medical supply, and preventive
          medicine functions are within DISCOM but have division-wide
          responsibilities and interactions.

          7. (U) LESSON LEARNED: Medical support planning and operations
          require more effective command structure.

          8. (U) RECOMMENDED ACTION:
          a) Reorganize medical support structure under the concept of
          the medical battalion with the division surgeon as commander.

          b) Adequately prepare and place medical corps personnel in
          medical unit commands.

          9. (U) COMMENTS: This problem was difficult to overcome
          throughout the operation. The need for changes should be
          strongly recommended to Health Services Command.
