            4. (U) TITLE: MEDICAL UNIT TO&E

            5. (U) OBSERVATION: Medical companies were inadequately equipped
            and staffed to complete the medical mission.

            6. (U) DISCUSSION: During conflict, the primary medical mission
            is rapid stabilization, provision for surgical intervention
            within the first hour, and subsequent evacuation. Under current
            TO&E, the medical companies are only partially equipped with the
            components of a complete medical package. For example, each is
            staffed with surgeons and surgical support personnel (OR techs),
            but have very limited surgical equipment, and no operating room
            @ipment or anesthesia capability. Thus, the surgical
            operations are non-functional.

            Similarly, the medical companies are bulky and difficult to
            partition and repackage reducing their flexibility in
            supplementing medical missions in a rapidly moving and evolving
            battlefield.

            7. (U) LESSON LEARNED: The unit medical company TO&E does not
            provide the critical surgical capabilities forward.

            8. (U) RECOMMENDED ACTION:
            a) Provide surgical equipment and anesthesia capabilities in
            the medical companies.

            b) Organize the medical company in a modular system, components
            of which can be easily moved within the division as well as
ting AXP's
            and battalion aid stations from the medical companies and
            incorporating corps level surgical teams, etc. into the medical
            company as needed.
