          4. (U) TITLE: CHRONIC HEALTH PROBLEMS

          5. (U) OBSERVATION: Soldiers deployed with health problems were
          difficult to support in the desert environment.

          6. (U) DISCUSSION: Many soldiers were deployed with chronic and
          complex health problems that were exacerbated by or incomparable
          with the desert environment or continuous operations in chemical
          environments. Some required very specific medications that were
          not available in the supply system or on the local economy.
          Furthermore, several soldiers were deployed while under medical
          review, awaiting medical procedure and or evaluation, under
          pending action from medical boards, or with very restrictive
          profiles.

          Theater medical support proved inadequate to evaluate and treat
          these problems. During the early phases of deployment, over
          fifty of these individuals required evacuation through medical
          channels. This removed the soldier from division control,
          complicated further evaluation, follow up, and proper
          administrative action. Therefore, a program for administrative
          redeployment.was developed, thus retrieving control over the
          soldier and ensuring proper implementation of medical review
          boards and actions. Over fifty soldiers were administratively
          .redeployed for chronic health conditions, primarily orthopedic.

          8. (U) RECOMMENDED ACTION:
          a) Frequent screening and updates of medical records and
          profiles.

          b) Application of more stringent criteria during evaluation by
          medical review boards.

          c) Delineation of specific criteria for the appropriate
          employment of profiles.

          d) Ensure soldiers deploy with at least three months or more of
          chronic medications.
