           4. (U) TITLE: PREPLANNED CLOSE AIR SUPPORT (CAS)

           5. (U) OBSERVATION: The 48 hour request cycle for preplanned CAS
           is unable to support a rapidly moving battle.

           6. (U) DISCUSSION: The preplanned CAS process was not effective
           because of the requirement to submit requests 48 hours in
           advance. Accurate prediction of preplanned CAS requirements 48
           hours in advance was virtually impossible because of the fast
           battle tempo. This resulted in the cancellation of most
           requests. Fortunately, this shortfall was made up by a more
           than ample supply of push CAS. It is important to note the
           advantage of preplanned CAS over immediate CAS is the tailoring
           of attack assets and ordinance to the type target and effects
           desired. This could not be accomplished during this campaign
           because of the rules for preplanned requests.

           7. (U) LESSON LEARNED: The 48 hour preplanned CAS planning
           cycle did not fully support the maneuver commanders' needs.

           S. (U) RECOMMENDED ACTION: Preplanned CAS requests should be
           required not more than 24 hours prior as stated in current
           doctrine and in SOP'S.
