          on 05/23/91.

          4. (U) TITLE: MILVANS FOR TRANSPORTING AIR FORCE VEHICLES

          5. (U) OBSERVATION: Availability of milvans for transporting
          Air Force vehicles was scarce.

          6. (U) DISCUSSION: Current 507th Tactical Air Control Wing
          r @ rations require that GRC-206 (communications pallet)
          equipped vehicles be shipped in nil-vans for security and
          protection. Though milvans were requested for all such
          vehicles, only a few were shipped that way. Due to the speed of
          the deployment and limited transportation assets available, we
          were forced to ship most of the vehicles without milvans. The
          results were damage to equipment and missing equipment from
          virtually every vehicle shipped without the protection of a
          milvan.

          7. (U) LESSON LEARNED: Short notice requirements for milvans
          produce poor results when speed in preparation is necessary.
          However, favorable results are achieved when milvans are
          available and used.

          8. (U) RECOMMENDED ACTION: Include requirement for milvans in
          Interservice Support Agreement and coordinate with Division G-4
          to ensure that they are aware that 26 milvans are a valid
          requirement for Air Force vehicles by HHQ regulations.
