     ANNEX N (PERSONNEL SERVICE SUPPORT) TO IAD OPLAN 65-91M (MOVEMENT TO FAA
     GARCIA)



             (5) Awards and   Decorations:

                   (a) Award  of the Silver Star, Distinguished Flying Cross,
     Soldiers Medal, Bronze Star Medal and Air Medal will be approved by the
     commander lst Armored Division. This authority can not be further
     delegated.

                   (b) Award of the wartime Army Commendation Medal will be
     approved by Brigade Commanders. This award may also be made for
     extraordinary achievement or meritorious service (achievement/service
     awards do not warrant the "V" device).

                   (c) Award of the Purple Heart will be approved by the
     Commander Ist Armored Division and hospital commander's receiving
     casualties for troops committed in combat operation.

                   (d) Award of the Combat Infantryman's Badge and the Combat
     Medical Badge will be approved by the Commander lst Armored Division +or
     troops committed in combat operation that meet the requirements outlined
     in AR 672-5-1.

                   (e) The Meritorious Service Medal and Army Achievement Medal
     will not be awarded during wartime.

                   (f) Submit all award recommendations using DA Form 639T.

             (6) PSS locations to be determined.

             (7) Postal Operation: On order, movement of personal mai'l will
     be limited to first class letter mail weighing 16 ounces or less,
     postcards, and audio/video tapes until further notice. Postal delivery
     priority will be as follows: official mail, inbound first class mail,
     outbound first class mail, Stars and Stripes newspapers, all other mail.
     Upon termination of hostilities, packages will again move forward to units
     and soldiers.

     replacements from the IAD replacement Detachment, subject to availability
     from higher headquarters. Replacements will come from ARCENT Replacement
     Center through the Corps Replacement Detachment to the Division
     Replacement Detachment. Soldiers will move -Forward IAW established
     priority;'the majority of the replacements will be designated as weapons
     crew replacements.
