    APPENDIX  1(WARTIME RULES OF ENGASEMENT FOR COMBAT OPERATIONS) TO ANNEX N
    (PERSONNEL SERVICE SUPPORT) TO 1AD OPLAN 65-91H (MOVEMENT TO FAA GARCIA)

              C. (U) Challenge all unarmed unidentified persons within your
    area of operations. If they do not immediately surrender, capture them,
    -tsing force, if necessary.

              d. (U) Shoot all enemy vehicles, armored or unarmared, day or
    night, unless marked with a protective insignia (Red Crossg Red Crescent,
    @'ed Lion and Sun, White Flag, etc.). Commanders must instruct soldiers on
    allied markings, because IRAQ employs many of the same weapon systems and
    vehicles as do US Allies.

              0. (U) Shoot all civilian vehicles
                                                   carrying enemy forces or
    supplies. Do not shoot civilian vehicles transporting civilian personnel,
    even if escorted in convoy by enemy military vehicles.

              f. (U) Fire from 60mm, Blmm and 4.2 inch mortars may be
    utilized against enemy forces as defined above when controlled by one of
    the following techniques:

                 (1) (U) Direct Lay.

                 (2) (U) Forward Observer (ground or air, to include RPV).

                 (3) (U) Counterbattery radar coordinates generated by sound
    or flash ranging equipment.

                 (4) (U) Enemy forces identified and confirmed by ground
    surveillance radar and/or remote sensors.

                 (5)' (U) Final protective fires established around US or
    Allied defensive positions.
              g. (U) With the exception of ammunition which contains CS riot
    control agents, all fuze/projectile combinations for the 60mm, Simm and
    4.2 inch mortar are authorized for deployment and use. Projectiles
    containing CS riot control agent are governed by the ROE applicable to
    chemical ordinance.

              i. (U) When used in other than the command detonated role
    (i.e., when rigged for tripwire detonation), the M18AI Claymore mine will
