    CIPPENDIX I (WARTIME RULES OF ENGAGEMENT FOR COMBAT OPERATIONS) TO ANNEX N
    (PERSONNEL SERVICE SUPPORT) TO 1AD OPLAN 65-91M (MOVEMENT TO FAA GARCIA)


                  (U) The use of booby-traps is prohibited. Booby-traps are
    Jefined as explosive or mechanical devices designed to kill or injure an
    Unsuspecting person performing a seemingly innocent act. For example,
    2::plosive beverage bottles or pens are prohibited.

             k. (U) When employed in the surface to surface rale,the Vulcan
    ADA weapon system is governed by these Infantry ROE.

    7. (U) ARMORED VEHICLE ROE

             a. (U) Shoot all enemy armored vehicles, vehicles, aircraft,
    3ersonnel, facilities and equipment day or night, unless marked with a
    Protective insignia (Red Cross, Red Crescent, Red Lion and Sun, White
    @lag, etc.)   Commanders must instruct soldiers on allied markings because
    .RAQ employs  many of the same weapon systems and vehicles as do US Allies.

             b.   (U) When used in a direct -Fire role, the choice of weapon
    Bvstem to be  employed should be consistent with the principles of economy
    :3+ force and proportionality of destruction (e.g., the main gun should not
    oe employed as an anti-personnel weapon if other less destructive systems
    .ire available).

             C. (U) When used in an indirect fire role, the use of weapons
    @ill be controlled by ROE for Artillery Fire.

    3. (U) ARTILLERY FIRE ROE

             a. (U) Fire from all tube launched and rocket artillery assets
    .s authorized against enemy forces and installations when controlled by
    :)ne of the following techniques:

                (1)   (U)  Direct Lay.

                (2)   (U)  Forward Observer (ground or air, to include RPV).

                (3)   (U)  Precision Guided Munitions.

                (4)   (U)  Counterbattery radar coordinates, generated by sound
    :)r flash ranging equipment.

         (5)   (U) Enemy forces identified and confirmed by ground
    surveillance radar and/or remote sensors.
