Appendix 4 (Disposal Operations) to Annex C (Disposition of
Excess, unserviceable, or Non DoD Material) to OPLAN
%1-4 (Redeployment) to 22d SUPCOM OPLAN 91-4 (U)
I- (U) PURPOSE. To provide guidance on the disposal of
Oxcess/unserviceable DoD Property and captured enemy
materials which are not required for intelligence or
operational purposes.
'. (LI) GENERAL. The Defense Reutilization'and Marketing
Service (DRMS) provides disposal support through the Defense
Reutilization and Marketing Office - Saudi Arabia (DRMO-SA),
TAC phone number 7899-484.
3. (U) CONCEPT. DRMO-SA provides disposal services to
theater forces through its office at Ad Dammam (near King
Abdul Aziz Port). Serviceable, unserviceable, and scrap US
Government property and captured enemy materials will be
accepted and disposed of in a manner which returns maximum
proceeds to the treasury of the United States. Hazardous
material (hazardous property in original unopened containers)
will be accepted at this site. However, hazardous waste
cannot be accepted.
4. (U) PROCEDURES. DRMO-SA is responsible for the ultimate
disposal of all DoD generated excess/unserviceable property
in theater. Once property is turned in to the DRMO, it will
be disposed of in accordance with DoD disposal regulations.
Automatic return items, repairable items, and cannibaligation
list items should not be turned in to the DRMO. Rather,- they
should be returned for repair, repaired and returned to the
unit or supply system, or turned in.to the cannibalization
point.
a. (U) DD Form 1348-1 (DoD Single Line Item
Release!Receipt Document) must be prepared for all property
scrap
(property which has no value other than its basic material
content and cannot be identified as an end item). Scrap may
be turned in without documentation as long as there is no
possibility of the material containing ammunition,
explosives, or other dangerous articles (AEDA).
b. (U) DoD Material. All DoD material which is exces@s
to Army needs, unserviceable, or scrap may be turned in to
the DRMO. This includes equipment damaged or destroyed as a
result of hostile actions, equipment damaged or destroyed as
a result of accidents, equipment which has outlived its
usefulness, captured enemy material, and new or used property
for which there is no longer a need. Exceptions to the above
are hazardous waste, unsalable material, rubbish, or material
for which the services have retained proponency for its
disposal (i.e. radiological material).
