           4. -[Ul TITLE: ALLOCATION OF AMMUNITION

           S. @Ul OBSERVATION: Ammunition Allocation -(CSRI
           6(U)N4 DISCUSSION: The XVIII ABN Corps Fire Support Plan does
           not designate a CSR for all artillery munitions, including HE,
           Smoke, WP, Illuminations, and all propellants and fuzes. While
           subordinate units will assume that CSR = RSR for these
           munitions, this failure to designate a CSR does not provide a
           picture of the availability of these munitions within the
           Corps/Theater area. In addition, the current CSR for some
           munitions @e.g. .4 CPHDI does not effectively support the Corps
           plan, because It spreads I lmited ammunition evenly support the
           Corps plan, because it spreads limited ammunition evenly and
           fails to weight the Corps main effort in the MBA.
           7.(@   LESSON LEARNED: Lack of a CSR hinders effective,
           comprehensive, and mission oriented Fire Support.
           8(Ur% RECOMMENDED ACTION: Publish a comprehensive and mission
           oriented CSR based an actual munition stocks available within
           theater.
