            4. fUl TITLE: CONTINGENCY ALTERNATIVE ROUTING PROCEDURES FCARP]-

            ci.(@ OBSERVATION: Upon deployment, contingency routing
            indicators and contingency alternate routing procedures FCARPI
            were to be implemented for SSO Communications Centers. These
            procedures insure the SSO's receive their traffic in the forward
            area.

            6.(@ DISCUSSION: The SSO 24th ID fMI established its
            communications shortly after arrival in country. Upon
            activation of the communications center the CARP and the router
            were not in effect which prohibited the receipt of traffic for
            approximately one week. There seemed to be some confusion as to
            which headquarters would I @ue the router FARCENT or CENTCOMI-.
