           4. @Ul- TITLE: PEACETIME PHYSICAL SECURITY DURING DEPLOYMENT
           OPERATIONS

           S(U@ OBSERVATION: Peacetime physical security requirements
           were significantly reduced during deployment operations.

           6(U   DISCUSSION: The requirement for rapid deployment took
           pre@nce over maintaining peacetime physical security
           standards. Concise guidance on obtaining security waivers was
           not available. Consequently, commanders were faced with
           numerous decisions whether or not to expedite the flow of
           equipment or maintain security standards. The maintenance of
           established security levels had the potential of slowing the
           deployment process. For example, vehicles were combat loaded
           yet hatches were neither secured nor vehicles placed under
           continuous observation.  Affmunitlan basic loads were placed in
           wheel vehicles and control turned over to port support
           personnel. TOE equipment was loaded on vehicles and left
           unsecure in motor pools.
           7(U@ LESSON LEARNED: Physical security standards must be
           established for not only peacetime operations, but also wartime
           deployment operations. Acceptable levels of risk must be
           established and understood. Provisions for obtaining waivers
           (if requiredl- must be In place and easily executed.

           8(U@ RECOMMENDED ACTION: Deployment plans must address
           security requirements as they apply to wartime deployment.
