ANNEX J (MASS CASUALTY PLAN) TO 244TH MEDICAL GROUP DESERT SHIELD
OPERATIONS ORDER 001 (U).
1. (U) General.
a. (U) Mass casualties are considered to be those which are
produced within a relatively short period of time and which, because
of their number and type, exceed the local medical support
capabilities available for their care.
b. (U) A mass casualty situation may result from any type of
incident, including nuclear, biological and chemical warfare. See
Annex 1.
C. (U) The individual receiving the initial notification of a
mass casualty situation within the Capitol Region will immediately
notify the 244th Med Gp Tactical operations Center (TOC).
Information required will include location of incident, probable
cause, (i.e., NBC attack, accident, bomb) approximate number of
casualties if known. The TOC will then implement this plan by
notifying all medical treatment facilities that a mass casualty
situation exists.
2. (U) Objective. To provide the greatest good for the greatest
number of patients. When disparity no longer exists between the
number of patients and the available medical resources, routine
treatment emphasis will govern.
3. (U) Triage.
a. Casualties will be sorted and categorized for
treatment. The 947th Med Co (Clr) will be the primary unit to
conduct Triage at the mass casualty site. The secondary unit will be
the 123rd Med Det (HA).
b. (U) Patients will be tagged utilizing DD Form 602 by the
triage team at the mass casualty site. Patients will then be
identified by the following categories.

by simple procedures and returned to some form of duty. These
patients will be treated at the 17th Med Det (OA) and 947th Med Co
(Clr), located in Eskan village. Primary means of transportation
will be by ground ambulance, with non-medical vehicles as a back up.
(2) (U) Delayed. Patient who can be treated using
deliberate emergency procedures without resulting in increased
morbidity or mortality. These patients will be treated at the 50th
Gen Hos. Primary means of transportation will be by ground
ambulance, with air ambulance as a backup once all immediate patients
have been evacuated.
