   reviewed. The craceedinas comoiv with the legal requirements. and no
   errors have been noted. The following observations are orovided for
   your consideration.

   2. Findings. The leoal sufficiency of each of the investigatino-.

   descriotion of the ooerational circumstances leading to the fire.  is

   the tank crew and the maintence team followed the orooer orocedures
   both before and during the fire.
