            MEMORANDUM FOR COMMANDER, 593d AREA SUPPORT GROUP

            SUBJECT: Sanitary Inspection of the Khobar Tower Base Cluster.

            1.   PROBLEM:   A sanitary inspection of the Khobar Tower Base
            Cluster was conducted on 21 May 1991 in response to several
            complaints. The five operating dining facilities, trash dumpsters,
            and the area police were inspected.

            2. FINDINGS:

                 a.   Dining Facilities.   The drainage system in each dining
            facility was inspected. All five facilities had a build up of dirt
            and trash in the drainage gutters. Dining facilities I and 3 had
            standing waste water in the gutters.    Dining facility 2 had some
            standing water; however, the caterer is cleaning the gutters every
            three days.   The dirt and trash provide a potential habitat for
            rodents and the breading of insects. The standing water is causing
            a strong odor and mosquitoes are breeding in the gutters.         The
            drainage pump at Dining Facility 3 is not functioning.            The
            drainage pump at Dining Facility I is not installed and           the
            collection sump is full.

                 b. Trash Dumpsters. The dumpsters are not being cleaned on
            a regular basis. The dumpsters are caked with food.   spilled trash
            is not being policed from around the dumpsters. As a  result, there
            is a strong odor and a large concentration of         flies at the
            dumpsters.

                 c. Area Police. Police throughout the majority of the Khobar
            Towers area is poor. The worse areas are around the   PX concession
  stands.   The play area on top of dining facility 3 was never
            policed after an unit picnic. The trash cans are overflowing with
            food and waste. The trash attracts flies and rodents.

            3. RECOMMENDATIONS:

                 a. Dining Facilities.

                      (1)   The drainage pumps for dining facilities I and 3
                 need to be repaired.
                      (2)   The dirt and trash needs to removed from the
                 gutters.
                      (3)  Daily the gutters must be flushed down with water
                 and a 250 ppm chlorine bleach solution.    All standing water
                 must be removed from the gutters after each washing.
                      (4) The collection sump must be pumped down daily.
