                         The teams were instructed to begin monitoring
             immediately upon arrival at their sites        They took two
             samples ditily at 1800 and 0600hours      The second groulp of
             teams arrived on 3 Feb 91. On 4 Feb 9i detachment soldiers
             with vehicles off-loaded 7 pallets and evacuated them to
             FMIB Head uarters. On 5 Feb 91 equipment was distributed and
             uploaded @o the remaining teams. Prior to deployment of the
             second group, mission di8tated that all XM_21 tezims move to
             the forward most sites within theater which were Log Base
             Charl ie, Ech                        and IMEF forward. The
                     grou;;SAlpha, Al Qaisumah,
             second           eams were deployed to Riyahd (Eskan Village
             and CENTCOM Headquarters), Daharan/Dammam (FMIB Headquarters
             and Daharan Airbase), Jubail, KKMC, and Log Base Bastogne.
             These sites were selebted b CENTCOM J3 NBC based on the
             current threat to large us @roop concentrations. Sites were
             mainly located at log bases, port facilities, and major
             headquarters.
                @ The first hot sara@Ble was received at 171000 Feb 91.
             The sample was taken at FM    headquarters, Daharan and had a
             high Poi;itive reading. it was taken by Team 6 using the XM-2
             Bi6lo4ical sampler and was evacuated to the Naval Theater
             Labor&tory in Jubail for further analysis. The lab ran a
             smart ticket test and took 10-15 ml of fluid to ?row a
             culture. The additional smart ticket test showed tha there
             was a Possibility of Anthrax contamination.       It was not
             until he culture had matured that it was determined that it
             was not Anthrax but a similar organism.       Simultaneousl ,
g evacuated via Tech Escort to CONUS (F*.
             Detrick). This chain of custody, with the exception of
             actually evacuating the samples to CONUS, was consistent
             throughout the entire operation. on 22 Feb 1991 four hot
             samples were received bne each from Riyahd (Eskan village),
             Daharan,@@MIB Headquarters), ivbail, and Al Qaisumah. Juoali
             was pos ive for B6tulinum Toxin and the remaining locations
             were positive for Anthrax.      The samples in Riyahd and
             Daharan were taken with the PM-10 Commercial Sampler and the
             samples in Jubail and Al Qaisumah were taken with the XM-2.
             All 4 samples were proven to be false positives. This large
             number of-false ositives triggered a number of procedural
             changes.  Tech tscort no lon4&r automatically evaluated the
             samples to CONUS. The unit would hold onto the samples at
             the FMIB Headquarters until such time that the lab could
             confirm the sample as positive through culture results.
             Additionally, procedural changes to the PM-10 Commercial
             Sampler and actaal testing procedures were made. The filter
             taper used in the PM-10 Commercial Sampler was discarded due
             o it contaminating the wet sam le. Fibers from the filter
             paper reacted with the smart ticket rendering a false
             tositive. The only reliability concern was the fact that
             he sample medium had to be diluted 10 to 1 with sterile
             water.
