As reads: CENTCOM initiated a Class I subsistence procurement
program in theater very early in the operation. When local
procurement of Class I subsistence is planned, contracting agents
must coordinate with the Command Surgeon to ensure procurement is
from an approved source. Initially there were no Veterinary Corps-
approved sources in Saudi Arabia for these procurement actions, and
contracting agents ignored the requirement. The requirement exists
to protect the health of soldiers and prevent food-borne enteric
disease. There were isolated cases of disease from Shigella and
Salmonella contaminated food.
Should read: ARCENT, the executive agent for veterinary support,
initiated a Class I subsistence source inspection program very
early in the operation for the entire CENTCOM Area of Operational
Responsibility. Initial veterinary experts in this field arrived
in the AOR on 2 Sep 1990. Although there were no Veterinary Corps
approved food sources in Saudi Arabia at the beginning of the
operation, over 300 sources were approved by the ARCENT program by
end of October 1990. No cases of food-borne diseases in the AOR
could be traced to lack of approved f ood sources due to the
extremely high standards dictated by the Saudi Arabian Government.
Isolated cases of disease from Shigella and Salmonella contaminated
food were due to:
a. Failure of unit preventive medicine measures such as
ities in the vicinity of
latrines and occasional troop use of third country national local
"fast food" outlets; and:
b. In two cases, "corner-cutting" by previously approved
contractors who surreptitiously obtained vegetables from non-
approved sources outside Saudi Arabia.
Discussion: The "should read" paragraph is self-explanatory and
provides the facts. Note that Saudi Arabian food standards, as
written, are equivalent to -- if not, on occasion, more stringent
than -- those of the United States.
