         As reads: Over 80 percent of the veterinary support in theater was
         from the RC, and many of these units were short critical items of
         equipment to perform the mission. units did not have the equipment
         required to inspect rations for NBC contamination, and there was no
         dairy equipment available.

         Should read:   Over 80 percent of the veterinary support in theater
         was from the RC, and many of these units arrived in theater without
         their authorized and available critical items of equipment to
         inspect rations because of lift constraints. Early availability of
         veterinary expertise was judged to be more critical than the
         arrival of equipment with personnel. Veterinary units would have
         been delayed in arrival were equipment to accompany them.

         Discussion:    RC veterinary units are generally well equipped but
         those deploying to the theater did not bring their equipment with
         them so as not to delay deployment of personnel.     Equipment did
         arrive but did so after deployment of personnel. This was more a
         lift constraint problem as opposed to an equipment shortage
         problem. See ENCLOSURE 4 pertaining to dairy testing equipment.
