         As reads: Contracting agents must involve the Veterinary Corps in
         Class I subsistence procurement and must recognize and comply with
         use of approved sources requirements.

         Should read:   Theater commanders whose AOR include logistically
         immature areas should attempt to negotiate the institution of
         subsistence source approval programs with host nations within their
         AOR's during peacetime if at all possible.

         Discussion:    ENCLOSURE I states that the problem was not with
         contracting agents not involving the Veterinary Corps once
         veterinary expertise was in theater. The problem was in the lack
         of an approved source program in Saudi Arabia at the beginning of
         the deployment. Commanders and contracting agents made the right
         choices in order to f 6ed the troops, based on the f act of high
         Saudi standards. The rare, isolated, and limited enteric disease
         outbreaks, which occured after the approval program was set in
         place, conf irms that the right choices were made early-on. In view
         of host-nation xenophobia, the lack of a pre-deployment approval
         program is not surprising.
