        MEMORANDUM FOR SEE DISTRIBUTION


        SUBJECT: Chemical Conference (10FY91)



        1. Purpose. To summarize briefings, issues and tasks from the
        IQFY91 Corps Chemical Conference.

        2. General. The XVIII Airborne Corps NBC Section conducted the
        first quarterly chemical conference in Saudi Arabia, 26 October
        1990, 1000-1230 hours, Gavin Room East, Corps Headquarters.
        Attendees are listed at Encl 1. The conference served as a forum
        for discussion of OPLAN Desert Shield I, chemical defense
        equipment (CDE) +ielding, operational and training imperatives
        and professional development topics.

        :7,. Discussion. Briefing highlights and summaries are outlined
        below. Issues and discussions are listed in paragraph 4.

            a. Opening Remarks. COL Barbeau, Corps Chemical Officer
        opened the conference, welcomed MSC attendees, and represent-
        atives from the USAF, Marine Corps and the UK. The need -for
        information sharing and issue identification was underscored.

            b. 24th Inf Div (Mech), LTC Schubert focused on CDE and
        organizational shortfalls. TOE/MTOE differences on MBAI alarms
        was the greatest concern.

                (1) Hazardous Waste Disposal. Concern was raised
        regarding Corps/SUPCOM procedures for disposing of hazardous
        chemical defense equipment (CDE) especially, unserviceable DS2.

                (2) Decontamination. The size of the 24th Inf Div
        (Mech) AO, combined with the density of units within this area,
        dictates the need +or area decontamination operations. This
        requirement underscores units providing requested input to the
        Corps Decon Master Plan NLT 15 Nov.

      (3) Equipment Shortages. In compiling MBAI require-
        ments, the division discovered significant authorization
        differences between like units under J and L-series TOE. The
