SUBJECT. After Action Report for Operations Desert Shield/Storm.
1. The following report is the after action report for
Operations Desert Shield/Storm. The subjects to be discussed
are command and control, vehicles, communication, equipment,
doctrine, and deployment.
7. Command and Control. The command and control of explosive
ordnance disposal (EDD) units was controlled by under staffed
and incorrect rant.-., Control Teams and Group. The staffs -At both
levels do not have the Sl through S4 of a normal battalion or
group. This causes EDD units and commanders to r-omplete actions
for a Control or Group that are functions +or that level to
complete +or units. The incorrect ran@%s are the position
requires a LTC and COL respectively for commanders of Control
Teams and EOD Group. These ran@.:s were filled at one lower rank:
which provides less command directive when dealing with other
units, staffs, and services. These two +actors provided the
setting +or how much command emphasis was placed on EOD by
Department of Army and Forces Command.
7,. Vehicles. The Current Table of Organization and EqLLipment
(TOE) provides for the CUCV -Famil, ',, of vehicles. The vehicle
utilized by the units supported was the HUMMWV. This Caused
problems maneuvering throughout the rough terrain and desert
areas in trying to @.:eep up with the unit YCDLtr SLLPPOr@ling. The
unit reql,,ires a means a+ transportation larger than a CUCV
PiCkLkp to haul all TOE and CTA equipment plus the requirement to
have an EFIDS. The vehicle that would +ill these requirements is
the HEMMT with self loadina crane or a 5 Ton trLLck. This
vehicle Could replace the @lf@JI;JB as a supply vehicle and provide
the haLLling capacity that we needed but always had to borrow or
make two or three trips. Another added problem is repair parts
and maintenance both of which are required to be completed by
the supporting unit. Most units did not have their own F'LL and
satellite of+ supported units for all support. The EOD
community should lool, at the possibility a+ transition to HUMMWV
for certain regions and +ielding for those units with that
mission.
