            4. (U) TITLE., Plans and Policy: Exchange/Commissary Services For
            Temp Guardians

            5. (U) OBSERVATION-'    Guardians +or military dependent family
            members of deployed soldiers need access to the Post Exchange
            and Commissary on behalf of family members.

            6. (U) DISCUSSION:
                a. DPCA, Administration and Operations Office, issued
            temporary permits to guardians of dependent family members to
            allow them to shop at the Post Exchange and Commissary.
            Guardians were required to show proof of guardianship and family
            members' identification card when applying for permits.
            Guardians were not authorized to purchase any items for personal
            use.

                b. Spouses of deployed soldiers who were temporarily
            incapacitated and needed assistance in shopping were given
            temporary permits to allow someone to shop for or with them.

            7. (U) LESSON LEARNED, Soldiers who are preparing to deploy
            should ensure that dependent family members, including children
            under the age of 10 years, have current ID cards, and that
            guardians for their children have documented proof of
rdianship.
