           2. (U) Operation DESERT SHIELD conducted by USCENTCOM. on 02/o4/91.

           4. (U) TITLE: Plans and Policy- Facilities: Billets for IMA and
           IRR Soldiers

           5. (LI) OBSERVATION: DEH Billeting Office had no plan to support
           mobilized IRRs and IMAs who needed housing.

           6. (LI) DISCUSSION.- Fort Riley Mobilization Plan, Anne>t C,
           Appendi@< 1, para 2,b, (7) requires the DEH to "maintain
           mobilization master plans -for support of FULL mobilization".
           Tab C (pg C-5-C-1) should contain the "Billeting Plan", but it
           has not been published. DEH Housing Office personnel, when
           contacted, stated they knew nothing about any requirement to
           activated reservists. Their primary concern was the list of
           active army soldiers waiting for BOO/BE'@'. spaces to become
           available.   The Headquarters Command S4 shop (no FORSCOM
           authorization) obtained empty WWII barracks, established SSSC
           accounts, and billeted IMAs/IRRs who were not authorized per
           diem.


           7. (LI) LESSON LEARNED: The DEH Billeting Plan is a "Livina
           Document" that is executed based upon buildings available at the
           time an emergency (ie, Mobilization) occurs.

           S. (u) RECOMMENDED ACTION: DEH- Prepare and publish a
ncludes IMAs/IRRs etc, as required by the
           Mob Plan. The plan include NEDDAC and Air Force personnel.
