           2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 021/13/91.

           4. (U) TITLE- OF'ERATIONS: SM NOT LIVING IN BARRACKS RECEIVING
           MAIL AT.UNIT MAIL RMS


           5. (U) OBSERVATION: Married soldiers with off-post addresses and
           not residing in barracks were using unit addresses for receiving
           mail.


           6. (U) DISCUSSION-. By regulation, soldiers residing in other
           than unit barracks, either on-post or o++-post housing, must
           receive personal mail at their residence, not through unit
           mailrooms. Numerous instances have occurred where spouses and
           family members stopped receiving mail when the service member
           deployed due to personal mail being forwarded to unit addresses
           in SWA.


           7. (U) LESSON LEARNED: Service members must be cognizant of the
           problems "dltal addressing" can cause them.

           B. (U) RECOMMENDED ACTION- Commanders and mailroom supervisors
           Must ensure mail regulations are enforced.
