            4. (U) TITLE: OPERATIONS: PUBLICATIONS: TRAINING SUPPORT

            5. (U) OBSERVATION: Reserve units arrived at Fort Riley -For
            pre-deployment training without mission required publications.

            6. (U) DISCUSSION: Reserve units were in need of Training
            Manuals (TMs) and Field Manuals (FMs) which were provided by
            the Fort Riley Education Center. Because reserve units are
            using the majority of publications available, active army units
            were unable to always procure the publications they needed.
            Time constraints prohibited ordering additional publications
            which would arrive prior to deployment.

            7. (U) LESSON LEARNED: Reserve component units must order and
            stock Training Manuals and Field Manuals to support mission
            requirements in the event of deployment.

            B. (U) RECOMMENDED ACTION:

               a. Reemphasize the importance of stocking required
            publications at all reserve units.

               b. Require company commanders to inspect units for
            publication needs and order required publications before
            being alerted to deploy.
