           1. (U) JULLS NUMBER: 30159-32963 (00037), submitted by RILEY

           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, ADMINISTRATION, PERSONNEL, SUPPORTABILITY,
           INTEROPERABILITY, PLANNING.

           4. (U) TITLE: OPERATIONS: MANNING FOR SOT SUPPORT


           5. (U) OBSERVATION: Utilization of SOT personnel in support of
           deployment created serious shortages in SOT administration.

              a. All civilian personnel were utilized in manning Garrison
           Operations Center which created several problems. No one was
           left behind to be in charge; secondly, an inadequate number of
           personnel were left to cancel schools and recall soldiers that
           were TDY +or training purposes.

             b. Two of the three soldiers assigned to the SOT Sect
                                                                       ion
           were deployable. When they left, a second soldier had to be
           pulled from Troop Schools to work in the office.

           6. (U) DISCUSSION: Do not allow all civilians to be pulled at
           the beginning. Man GOC with other personnel until workload
           with in ITB.is such that double shifts are not reqLtired.

           7. (U) LESSON LEARNED: Continuity is a Must! The testing of
           soldiers Would have had to be discontinued if two soldiers had
         ,not been available to run the testing. Test dates were three
           times each week. With a reduced staff, that schedule could not
           be maintained.


           S. (U) RECOMMENDED ACTION-. Cut the schedule to test only I day
ugh time to process the tests and
           perform administrative Support -Functions.   Ensure minimum
           sta-F-Fing of two civilian or nondeployable soldiers.

           9. (U) COMMENTS:     The reason SOT survived as well as it did
           was that some continuity was maintained (the senior NCO remained
           behind), and the workload decreased almost as rapidly as did the
           trained help.
