            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 11/05/90.

            4. (U) TITLE: Operations, FORSC(3M Directed NBC Common Task
            Training

            5. (?) OBSERVATION: Implementation of FORSCOM directive to
            ensure each deploying soldier was trained in a select list a-F
            NBC related common tasks was met.

            6. (?) DISCUSSION: AC/RC units could not deploy without each
            soldier being validated in NBC CTT tasks.

            7. (?) LESSON LEARNED: Small units, without NBC expertise,
            required training as well as validation (testing) by 63/NBC
            personnel to train the trainer as a means of handling the bigger
            population, G3/NBC retained responsibilty ;or validating
            individuals as trained for all units. This concept remained
            manpower intensive thru out.

            S. (?) RECOMMENDED ACTION: It was evident during training that
            "NBC" as a subject had changed its meaning -From "nobody cares"
            to "everybody cares".
